1. About APPA

The Association for the Protection of Vietnamese Music Performing Artists (APPA) is a non-governmental organization established under Decision No. 1813/QD-BNV dated December 1, 2015, by the Minister of Home Affairs. The Association is organized and operates according to its Charter (Decision No. 671/QD-BNV dated April 14, 2016, approving the Charter of the Association for the Protection of Vietnamese Music Performing Artists).

The Association for the Protection of Vietnamese Music Performing Artists (APPA) represents music performers, acting as a bridge between rights holders and users, serving the interests of rights holders, users, and the general welfare of society.

A musical work can reach the public through various channels, but it is through music performers, with their creative sensibility and expression, that a work becomes vivid and can be most quickly transmitted to the public. This is why, despite the increasing diversity of entertainment forms, the number of performers continues to grow, and the performing arts industry continues to thrive. Performers are a bridge between authors and the public, enhancing the value of works, contributing to the dissemination, preservation, and development of valuable works. Therefore, the law recognizes and protects the rights of performers regarding their performances.

2. What are the basic principles of APPA's collective management operations?

- Voluntary, Non-Governmental, Non-Profit:

Its activities are not aimed at generating business profits but at protecting the legitimate rights and interests of music performers. APPA is a voluntary, self-governing, democratic, egalitarian, transparent, non-profit organization, subject to the state management of the Ministry of Culture, Sports and Tourism and relevant ministries and sectors regarding its scope and fields of operation.

- Openness, Fairness, Transparency:

APPA ensures fairness and non-discrimination among members; between members and non-member entities; among users; between domestic and foreign entities; and transparency in information and finance.

- Accuracy:

Accurate data storage; accurate monitoring and management of licensing usage; accurate distribution of performance rights licensing fees to music performers.

- Compliance with Laws and Operating Charter:

APPA is organized and operates in accordance with the law on Associations and the law on performance rights. APPA only operates in accordance with the law and its Operating Charter approved by competent state agencies.

- Purpose:

As an organization representing music performers, it serves as a bridge between performers and audiences, benefiting both performers and audiences, as well as the general welfare of society.

3. Organizational Structure

- The Center is led by:

Management Board (MB)
Board of Directors

The Office and specialized Departments/Divisions include:
Licensing and Fee Collection Department
Distribution and Data Management Department
Legal Department
External Relations and International Cooperation Department
Office, Accounting, Auditing, Business, Marketing, Communications

Specialized departments will be established by decision of the Standing Director when necessary.

4. Main Functions

Receiving mandates to protect rights holders.
Licensing and collecting royalties.
Collecting usage information.
Distributing royalties to rights holders.
